Taman Segar land conversion based on High Court order, says land office

KUALA LUMPUR: The conversion of land status from leasehold to freehold at Taman Segar in Cheras was carried out following a High Court order last year, the Federal Territory Land and Mines Office said.

It also said the conversion was a “purely legal and technical procedure” and not a political initiative.

The office said the Kuala Lumpur High Court on Dec 19 last year ruled that the imposition of leasehold conditions during the original development process in 1978 was ultra vires and therefore invalid.

The court’s decision, it added, was based on a precedent set by the Federal Court, which ruled that a state authority cannot act beyond its powers by ordering landowners to relinquish their freehold rights to be converted into leasehold without a strong legal basis.

“The conversion process was initiated by the landowners themselves through originating summonses.

“The burden of proof lies with the landowners to demonstrate through historical land title records that the land was originally freehold in status.

As of May 12, 2026, a total of 226 titles in Taman Segar have filed originating summonses in court for the same purpose,” the office said in a statement that was shared on its Facebook today.

The office also said there is no direct involvement by any minister or elected representative in deciding the approval of these applications.

Earlier today, Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh said police reports had been lodged over allegations surrounding issues linked to Taman Segar.

She described the allegations, which also claimed that an announcement was made at a media conference in Taman Segar regarding the gazettement of a field for public use, as slander, saying such an announcement was never made.

Yeoh said she was also considering legal action over the allegation, which she described as slander and a lie.
