KOTA BARU: The Kota Baru Islamic City Council has issued a Notice of Offence and Compound Offer amounting to RM25,000 to a restaurant owner along the Kelantan River following viral video footage of an unlicensed entertainment event held at the premises.

The action follows a retro-themed disco event featuring 60s, 70s and 80s hippie music held on July 3, that has been circulating on social media since Wednesday.

The notice was issued yesterday during a meeting between officers from the council’s Licensing Department and Enforcement Division, with the premises owner and the event organiser.

Failure to settle the payment within seven days will result in prosecution, which carries a jail term of up to five years, a fine of up to RM50,000, or both, upon conviction.

In a statement, the council said the meeting was held to clarify the offence committed under the Control of Entertainment and Places of Entertainment (Kelantan) Enactment 2025.

Several other compounds were also issued to the premises owner for operating without a valid business licence under the Trade, Business and Industrial Licensing By-Laws 2019.

“The council stresses that it will continue to strengthen enforcement against any individual or party found to have violated legal provisions and licensing conditions,” it said.

The event, which reportedly involved mixed male and female attendees, was earlier confirmed to have been held without an entertainment licence.

State Local Government, Housing, Health and Environment Committee chairman Hilmi Abdullah said the event was organised without a licence and was subject to enforcement action.

It was reported yesterday that the council had launched a probe into the event after receiving public complaints.

Hilmi said the organisers could face charges under Section 7 of the enactment, while participants risked action under the Kelantan Syariah Criminal Code Enactment, which provides for a fine of up to RM5,000, imprisonment of up to three years, or up to six strokes of the rotan.
