PUTRAJAYA: PAS Youth has handed over a memorandum to the housing and local government ministry to protest the proposed Urban Renewal Bill, which is set to be tabled for a second reading in the Dewan Rakyat this week.

PAS Youth information chief Khairul Nadzir Helmi Azhar claimed there was growing public concern over the perception that the minister was rushing to table the proposed legislation despite calls for it to be delayed.

“We strongly oppose this (tabling of the bill).

“Last week, the Urban Renewal Act was tabled for its first reading and we have been informed it will be tabled for a second reading on Wednesday,” he told reporters after handing over the memorandum here this afternoon.

The ministry’s deputy secretary-general (sustainability and strategic planning), Hazli Ahmad, received the memorandum.

Also present were NGO representatives from Perkasa and Ummah.

Khairul also accused minister Nga Kor Ming of bulldozing the Act through Parliament after he allegedly ignored calls for it to be delayed.

He said it seemed that the minister did not respect checks and balances.

“Is Parliament merely a place for ministers to green light whatever they want? If so, this is a betrayal of the parliamentary democratic process.”

Khairul also raised several concerns about the bill, including several grey areas and overlapping laws.

PAS had previously claimed that the URA was a “subtle method to push out those who cannot afford it, particularly the Malays and Indians”, although Nga had rubbished such allegations.

PAS Youth had also previously planned a rally to protest the bill.

Last week, seven PKR MPs called for the second reading of the bill in the Dewan Rakyat to be postponed due to concerns over the consent threshold under the proposed law.

Ampang MP Rodziah Ismail, who led the MPs in calling for the bill to be reviewed, expressed fears that the bill in its current form would be a “major political mistake”, affecting support for the unity government among urban voters staying in public housing projects.
