Over 100 flagged for misconduct

KUALA LUMPUR: More than 100 enforcement officers have been flagged for misconduct over the past three years, says Tan Sri Dr Ismail Bakar (pic).

The Enforcement Agency Integrity Commission (EAIC) chairman said that the offences ranged from abuse of power, corruption to failure to comply with standard operating procedures (SOP) or written laws since 2023.

“These included breaches of SOP during searches, as well as in the storing of case items and the handling of seizures.

“Failure to adhere to SOP will go against written laws. The respective agencies have been urged to take action as soon as possible,” Ismail told The Star recently.

He added that warnings accounted for the majority of recommended actions, involving 90 officers.

Other recommendations included 27 cases of deferment of salary increment, one salary reduction, three demotions and 16 dismissals.

Ismail said the commission also referred seven cases to the Attorney General’s Chambers and two cases to the Malaysian Anti-Corruption Commission for further action.

“In terms of offences, the commission said failure to comply with SOP or written laws was the most common, involving 103 officers.

“This was followed by failure of officers to take action (18 cases), abuse of power (12 cases), corruption-related offences (nine cases) and criminal offences (four cases),” said Ismail.

Among enforcement agencies, the Fisheries Department recorded the highest number of officers involved, with 44 cases, followed by the Immigration Department (38) and the Malaysian Maritime Enforcement Agency (26).

Other agencies included the National Anti-Drugs Agency (14), the police (nine), Department of Environment (six) and National Registration Department (six).

While several recommendations were referred to the respective agencies, Ismail said only eight cases resulted in action by the disciplinary bodies during the same period.

This, he said, were four cases in 2023, three in 2024 and one in 2025.

He reminded the relevant agencies to give full cooperation by taking appropriate action and submitting feedback within the stipulated time frame.

Ismail also said factors such as low salaries or heavy workloads should not be used as excuses for misconduct by enforcement officers.

“Corruption is ultimately driven by individual greed and the pursuit of lifestyles beyond lawful means,” he added.

Ismail said corruption poses a serious threat to institutional integrity, public trust and effective governance, which must be addressed to prevent unethical practices from becoming normalised within public institutions.

“To strengthen integrity across enforcement agencies, we are promoting multi-agency collaboration, improved investigative cooperation and stronger partnerships with civil society to enhance reporting channels and whistleblower protection.

“We are also advocating broader governance reforms,” he said.

Ismail said the EAIC is also proposing greater transparency and accountability among enforcement agencies through reforms.

This includes pushing for joint task forces to handle serious misconduct cases involving enforcement personnel, while strengthening monitoring mechanisms to ensure disciplinary recommendations are implemented.

“Ultimately, EAIC’s aim is not only to address misconduct when it occurs but to help shape a governance environment where integrity, transparency and accountability are consistently upheld as fundamental public service values,” he added.
