MCMC sets five SIM card limit from each telco in bid to fight scams

PUTRAJAYA: The Malaysian Communications and Multimedia Commission (MCMC) has introduced a new mandatory standard to tighten the registration of prepaid SIM cards, aimed at curbing online scams, identity misuse and fraudulent registrations.

MCMC said the Commission Determination on the Mandatory Standard for the Registration of End Users of Public Cellular Prepaid Services was registered on Thursday (Feb 26) under Sections 55 and 104(1)(b) of the Communications and Multimedia Act 1998 (CMA 1998).

“The strengthened provisions are introduced to enhance consumer protection by preventing identity misuse, fraud and unauthorised SIM card usage, while ensuring mobile services remain accessible and safe for all users,” the commission said in a statement.

At the same time, MCMC stressed that the implementation of the standard aims to balance security requirements, user accessibility and personal data protection, while introducing a future-ready framework.

This framework includes biometric verification and MyDigital ID for self-registration, mandatory use of secure automated platforms to reduce fraudulent registrations, as well as stricter controls for non-citizen registrations, including biometric-based passport verification.

The mandatory standard also has several key consumer-focused protection measures, including setting a SIM ownership limit of five cards per individual per service provider for citizens or permanent residents and two SIM cards per individual for each service provider ownership limit for non-citizens.

The standard also prohibits registration of SIM card ownership for children below 12 years old, while for those aged between 12 and 17, registration must be made by parents or guardians with their details and consent recorded.

Service providers are also required to notify users of their registration status within 12 hours, while tourist SIM cards will only be valid for a maximum of three months before being automatically terminated.

MCMC also reminded service providers and appointed distributors to ensure the Mandatory Standard is fully and promptly implemented, warning that any non-compliance will be subject to regulatory action to create a safer and more secure communications ecosystem.

“Consumers are advised to register prepaid SIM cards only through licensed service providers and authorised distributors, and to remain vigilant against unauthorised registration channels,” the statement added. – Bernama
