SHAH ALAM: The Selangor National Security Council (NSC) has set several measures that landowners must take in cases of encroachment and the construction of places of worship without approval.

Selangor Menteri Besar Datuk Seri Amirudin Shari said among the steps required is for landowners to lodge a police report to enable investigations to be carried out and for prosecution proceedings to begin if the offence of trespass can be proven.

“Notices must be issued to the encroachers and the matter formally notified to the District and Land Office, while the District Security Committee, chaired by the district officer, will also be activated in all districts in Selangor.

“The District Security Committee will act as a mediator by calling all stakeholders, including the landowner, the place of worship management, the police and the local authorities, to seek a reasonable solution.

“If no consensus is reached, the District Security Committee will advise the landowner to proceed with action through the court process.

“This approach is taken to ensure that every action involves the authorities and to avoid any incident that could spark tension or unrest,” he said in a statement today.

Earlier, he chaired the Selangor NSC meeting, which was also attended by the Selangor police chief, the commander of the 11th Brigade Headquarters, local authority presidents and district officers, to discuss the state’s public security level.

Amirudin said the meeting was held this afternoon following an incident involving a place of worship in Rawang that drew differing views from various parties and caused public concern.

He said the police are currently investigating the incident and that it will go through the proper legal process.

“Overall, there are two main issues involving unauthorised places of worship — those occupying state government land and those built on privately owned land.

“For the first issue, I have directed that the procedures currently in place at the state government level be strengthened, including immediate action at the local authority level and clearer standard operating procedures (SOP) for the Selangor Five-Religion Places of Worship Committee (Limas).

“For places of worship occupying private land, the existing process requires the landowner to appoint a lawyer to obtain a court order before any eviction or demolition can take place.

“All parties must not take matters into their own hands without going through the court process.

This is based on the National Land Code and related land laws,” he said.
