KUALA LUMPUR: A lack of feasibility studies and comprehensive monitoring mechanisms, including Key Performance Indicators (KPIs), is among the primary issues identified in the Housing and Local Government Ministry’s MyKiosk project.

The Malaysian Anti-Corruption Commission (MACC) said these weaknesses have hampered impact assessments of the project at the local authority level.

In a statement following a discussion with the ministry yesterday, the commission proposed several governance improvements to ensure the project effectively aids the public economy.

“Among the recommendations are mandating feasibility and economic impact studies before project approval, as well as strengthening implementation and monitoring guidelines.

The commission added that these steps are expected to make the MyKiosk project more transparent, focused, and accountable.

The MyKiosk 1.0 project was planned in August 2022 following engagement sessions with various stakeholders.

In July last year, the MACC reportedly launched an investigation into allegations of corruption and misappropriation concerning the MyKiosk construction tender following complaints from a political party.

The Housing and Local Government Ministry had previously volunteered documents related to the project to the MACC to ensure transparency, particularly after claims that the kiosks were overpriced.

The ministry maintained it would not compromise if elements of corruption or embezzlement were found in the procurement or implementation of the initiative by local authorities.

According to the ministry, all procurement and contractor appointments for the kiosks were handled by 133 local authorities via open tenders, with a ceiling cost for MyKiosk 2.0 set at RM25,000 per unit.
