Selangor Pas Youth Chief calls Guan Eng’s 10 per cent worship house allocation proposal unreasonable

SHAH ALAM – Selangor Pas Youth Chief Mohamed Sukri Omar has slammed DAP National Adviser Lim Guan Eng’s suggestion that the Penang state government increase the Non-Islamic Places of Worship Maintenance Fund (Ribi) allocation to 10 per cent of the Islamic budget.
Speaking at a media conference at the Selangor Pas Youth Office, Sukri described the proposal as “unreasonable” and said it conflicts with both the Federal Constitution and the principles of Islam as the religion of the Federation.

He emphasised that any development of non-Muslim places of worship must comply with constitutional provisions.
“In my view, DAP has made numerous demands, many of which sometimes conflict with the social contract and the Constitution.
“As a party that claims to uphold constitutional principles, DAP must adhere to the law and evaluate matters carefully within its framework,” Sukri said.

He stressed that all requests made by DAP, including proposals such as raising the Ribi allocation to 10 per cent of the total Islamic budget, should be assessed rationally.
“This is why, when examining DAP’s numerous requests, from local government elections to various other proposals, each demand must be assessed rationally.
“They should be reviewed for feasibility and implementation in a manner that aligns properly with the Federal Constitution,” he added.
On Nov 4, Lim called for the Penang state government to raise the Ribi allocation to 10 per cent of the total Islamic budget, arguing that the move would reflect inclusive and balanced governance.
Lim highlighted that while the Islamic development budget had increased from RM1.5 billion in 2024 to RM2.6 billion in 2026, allocations for non-Islamic religions had remained at RM50 million or roughly 3 per cent of the total Islamic allocation.

Lim argued that proportional increases were necessary to uphold the Federal Constitution, which guarantees both the special position of Malays and the legitimate rights of non-Bumiputera communities.
He added that increasing the allocation to 10 per cent would signal Penang’s commitment to inclusivity and strengthen its moral standing when pushing for federal reforms.
Recalling his tenure as Penang Chief Minister, Lim mentioned that his administration was the first in Malaysia to allocate tens of millions of ringgit to support non-Islamic places of worship and to establish the Penang Harmony Centre, the country’s first government-founded institution for non-Islamic religious affairs.
He expressed hope that the current state government would continue that spirit of inclusiveness.
