Don’t spare the rod: Lim Guan Eng urges return of ‘rotan’, CCTVs in all Malaysian schools

KUALA LUMPUR, Oct 16 — Malaysia should immediately reintroduce the “rotan” or caning to discipline students in all public and private schools nationwide to prevent tragedies from recurring, DAP’s Bagan MP Lim Guan Eng said today.
This was one of three measures Lim said should be implemented without delay.
“Firstly, return the ‘rotan’ in schools, extensively within school grounds. And make it compulsory for all teachers tasked with caning students to undergo periodic psychological checks for the sake of both teachers’ and students’ safety and wellbeing.
“Caning was truly effective during our schooling days; there were no such unfortunate incidents as those that have happened now. ‘Spare the rod, spoil the child’,” he said in the Dewan Rakyat while debating the proposed Budget 2026.
The second measure proposed is the urgent allocation of funds to install closed-circuit television (CCTV) cameras in schools, with Lim estimating costs could reach up to RM1 billion to cover over 10,000 schools nationwide.

Despite the potential financial burden, Lim said he believed Malaysians would support the move and would not compromise on their children’s safety.
Lim’s third proposed measure is the creation of a comprehensive anti-bullying and anti-sexual harassment system, including increased supervision and monitoring in schools through more frequent patrols.
Under this system, Lim said there should be greater engagement with students and parents to educate them on bullying and to enhance their capacity to detect, identify, and report such incidents.
“The Ministry of Education is asked to not hesitate in taking any action against any quarters that fail to curb this or carry out their duties. We can only honour the victims by ensuring the authorities do not allow these tragic incidents to ever happen again. Never ever, ever forget, and never, never again,” he said.
Shah Alam MP Azli Yusof interjected, noting that caning has now been fully abolished in Malaysia’s schools, with the current approach focusing more on counselling and psychology. He also acknowledged that caning had been effective in the past and should remain an option.

Bayan Baru MP Sim Tze Tzin echoed this, saying caning was effective but expressed concern that two discipline teachers in Penang were recently charged in court for carrying out caning.
Lim agreed with both lawmakers, adding that action should be taken if caning caused serious injuries and depending on the evidence, but there should be no need to bring cases to court otherwise.
