PETALING JAYA: The Federation of Malaysian Consumers Associations (Fomca) has called for the list of caterers awarded contracts at government hospitals to be made public, as well as whether these companies are halal-certified.

Fomca CEO T Saravanan noted the case of a hospital in Cheras which awarded a RM25.64 million catering contract to a firm that had no halal certification from the Islamic development department (Jakim), calling it proof of a flaw in the government’s procurement system.

He said the issue must be dealt with immediately to restore public confidence.

“The government should display the list of caterers and their halal status either on the ministry’s website or the hospital’s notice board.

“Such transparency will allow patients, who are the consumers, as well as their family members to lodge complaints with the respective companies or clear any doubts (over the halal status),” he told FMT.

Saravanan also said that only caterers with halal certification from Jakim should be allowed to tender for contracts.

The 2025 Auditor-General’s Report Series 2 found that the company, identified as 0267299-T, had won a three-year contract to provide meals for patients at Hospital Canselor Tuanku Muhriz (HCTM) despite not possessing a halal certificate.

The report said the tender was aimed at “providing halal food for HCTM patients” in accordance with the status of its main kitchen, which was certified halal by Jakim.

The report also found that HCTM’s technical evaluation committee had not recommended 0267299-T as it failed the technical evaluation due to a lack of halal and hazard analysis and critical control point certification.

The committee said the company also failed the technical evaluation as it was inexperienced and did not have enough servers or trolleys for the food.

Saravanan urged the government to tighten the requirements to tender for catering contracts at government institutions, especially hospitals. He said the government should audit these caterers regularly.

“These audits must focus on food handling, daily operations, and understanding of halal requirements, to ensure that the contract is not breached after its award,” he added.

NGO Pertubuhan Kemasyarakatan Rakyat meanwhile asked how the company could have been awarded the contract if it did not meet the requirements.

Its president Faizan Nor urged both Jakim and the Malaysian Anti-Corruption Commission to investigate the matter.
