Seleweng Dana RM150 Juta: SPRM Siasat Kerajaan PAS Kedah?

Di sebalik kekalutan krisis kepimpinan Kerajaan PAS Negeri Kedah, saya diberitahu oleh satu sumber dari Wisma Darulaman bahawa Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) kini sedang menyiasat pejabat-pejabat Exco Kerajaan Negeri di pusat pentadbiran negeri itu.

Menurutnya lagi, ada di kalangan Exco-Exco dan pegawai-pegawai lantikan politik di wisma tersebut yang disyaki menyeleweng dana peruntukan yang disuntik oleh Kerajaan Pusat (BN) untuk membuat dan menyelenggara jalanraya di seluruh Kedah yang berjumlah RM150 juta.

Namun mengikut rekod audit, hanya RM50 juta digunakan dan selebihnya ‘disimpan’ di dalam ‘tabung amanah’ yang diragui statusnya.

Bila ditanya ADUN BN di dewan undangan negeri tentang dimanakah duit itu sekarang, mereka menjelaskan bahawa wang itu ‘selamat’ di dalam ‘tabung’. Benarkah begitu?

Menurut sumber lagi, ramai pihak khususnya pada pemimpin BN yang sudah tahu bahawa wang tersebut telah disalahgunakan bagi membayar gaji kakitangan awam negeri Kedah! Ini adalah kerana Kerajaan PAS Kedah dikatakan gagal menjana wang bagi membayar gaji kakitangan awam peringkat negeri yang sepatutnya dibayar dari akaun kerajaan negeri itu sendiri.

Dalam hal ini, sekiranya benar dakwaan sumber berkenaan maka bolehlah saya simpulkan bahawa bahawa para pemimpin PAS Kedah telah menyeleweng wang yang diperuntukkan untuk kebajikan rakyat.

Amanah yang diberikan oleh Kerajaab Pusat untuk rakyat negeri Kedah telah dikhianati begitu saja tanpa memikirkan kesan terhadap kesejahteraan rakyat di negeri itu.

Contohnya, TV3 pernah melaporkan ribuan rakyat di Sungai Petani yang menunjukkan protes terhadap Kerajaan PAS Kedah yang dikatakan gagal menyelenggara jalanraya sehingga menyebabkan kemalangan jalanraya kerap berlaku dan ada yang hampir kehilangan nyawa.

Selain itu, kenderaan mereka juga sering rosak dan terpaksa dihantar ke bengkel melakukan proses ‘balancing’, ‘allignment’ dan ada juga yang terpaksa menukar tayar kenderaan yang rosak pada hampir setiap bulan!

Apakah Kerajaan PAS Kedah fikir nyawa rakyat Kedah begitu murah?

Dan apakah PAS Kedah fikir rakyatnya banyak duit untuk menyelenggara kenderaan masing-masing yang rosak akibat keadaan jalanraya yang teruk?

Apakah hak mereka untuk menafikan hak rakyat yang berhak memiliki jalanraya yang baik strukturnya? Wang itu untuk memperbaiki jalanraya, bukan untuk bayar gaji kakitangan awam negeri!

Adalah sangat tidak adil untuk menyeleweng hak dan wang rakyat begitu. Sepatutnya, Kerajaan PAS Kedah perlu mencari alternatif sendiri untuk membayar gaji kakitangan awam negeri itu dan tidak menggunakan wang peruntukan jalanraya dari Kerajaan Pusat untuk perkara lain.

Jika negeri-negeri lain bertungkus lumus meningkatkan tahap kewangan negeri untuk menampung pembayaran gaji para kakitangannya, mengapa pula Kerajaan PAS Kedah tidak mampu buat begitu?

Kalau nak pusing modal pun, buatlah dengan menggunakan wang perbendaharaan negeri yang tidak bersangkutan dengan kepentingan rakyat. Kalau payah sangat, gunakan saja duit balak yang dikatakan berjuta-juta itu.

Dan kalau rasa tak mampu untuk menguruskan kewangan negeri atau tidak mampu untuk berlaku amanah terhadap tanggungjawab membangunkan negeri, eloklah serahkan kembali negeri Kedah kepada BN dari terus membiarkan Kedah mundur ke belakang seperti Kelantan.

Sangat zalim sekiranya menafikan hak rakyat sebegitu rupa. “Buatlah kerja cara Islam…”, itu saja kali ini untuk Azizan dan konco-konconya…

    Memang benar. Aku selalu melalui jalan raya Kulim-Junjung, Lunas-Padang Serai dan Padang Serai-Sungai Petani. Jalan memang teruk, berlopak dan beralun-alun macam naik kuda.

      MB kedah yang ada sekarang ni tidak perlu berundur.sebab dia ada sifat jujur yang tinggi.sebab itu dia cakap buku jingga ni bukan al-quran.tapi buku komik untuk menipu rakyat.rakyat sudah banyak ditipu oleh pas,pkr,dap.pas,pkr,dap yang wajib berundur dari arena politik.banyak janji mereka tak tunaikan.pemimpin tak tunai janji ni sifat orang munafik.banyak kisah orang minafik ni disebut dalam al-quran.mereka dilaknat oleh tuhan sebab mungkir janji.rakyat wajib tolak pakatan tipu rakyat dan pakatan munafik.TAKBIR..

    Pihak PR mengalu-alukan siasatan telus dijalankan. Jika ada benar, pihak yg bertanggjwb kena diambik tindakan.

    Tapi pesal adalm UMNO kes macam dalam MAS tu semua org umno selamat dan akhirnya MAS rugi dan diambik alih oleh uncle Tony yer..???

    The Minority Shareholders Watchdog Goup (MSWG) is puzzled by last month’s out-of-court settlement between several government-linked companies (GLCs) and former Malaysia Airlines chairperson, saying the unpaid debt would now have ballooned to RM840 million.

    NONEIts chief executive officer Rita Benoy Bushon (right) says in the MSWG Newsletter that Pengurusan Danaharta Nasional Bhd, had in 2009 obtained a judgment for RM589 million against Tajudin from the Kuala Lumpur High Court.

    “This is probably the largest sum awarded in Malaysian legal history. The judgment allows Danaharta to charge an interest of two per cent over the base lending rate on the outstanding sum from Jan 1, 2006.”

    “A rough calculation shows that this amount would have ballooned to RM840 million. What could have prompted Danaharta tnot to exercise its legal right to collect the outstanding amount? We are somewhat perplexed by the out-of-court settlement,” Bushon said.

    She also said it was unclear why the government resorted to an out-of-court settlement despite winning the case in court.

    Established in 2000, MSWG is part of a broader capital market framework to protect the interests of minority shareholders through shareholder activism.

    tajudin ramli 1It is one avenue of market discipline to encourage good governance among public listed companies, with the objective of raising shareholder value over time.

    The Court of Appeal on Feb 22 recorded Tajudin’s withdrawal of his appeal against the 2009 judgment and his RM13 billion counter-claim in an out-of-court settlement. The terms of the settlement are being kept secret.

    Much criticism on the settlement

    This move has received a lot of criticisms, with Petaling Jaya Utara MP Tony Pua also claiming that Tajudin’s Danaharta debt was written off as part of the settlement.

    Among the litigants involved in the lawsuit are Telekom Malaysia Bhd, Naluri Corporation, Celcom (M) Bhd, Atlan Holding Bhd and CIMB Group, besides Danaharta.

    Suspicions over the settlement arose after Minister in the Prime Minister’s Department Nazri Abdul Aziz in a letter dated Aug 8 last year directing all the GLCs involved in the matter to settle their suits with Tajudin out of court.

    Tajudin, a former MAS chairperson, had in his affidavit dated Feb 10, 2012, filed with the Court of Appeal, described Nazri’s letter as a directive for a settlement.

    Asked about his letter, Nazri said it was merely an advice and not a directive to the GLCs.

    The Kuala Lumpur High Court will on Monday decide on the government’s application to strike out Tajudin’s RM500 million counter-claim, and Tajudin’s move to strike out the MAS suit against him over an arbitration case in Germany, in which the national carrier had to pay RM174 milion.

    Former Commercial Crimes Investigation Department chief Ramli Yusuff described in detail yesterday how he and his men were fixed up by the attorney-general of Malaysia since 2007, and how they were vindicated by the courts in being acquitted of the charges.

    He also described how the AG, Abdul Gani Patail, used the Malaysian Anti-Corruption Commission (MACC) against him and his men.

    Celebrating his birthday again on a leap year yesterday, Ramli said in a speech that it all began when his officers were entrusted with taking action against a syndicate member who was sent to Jeli, in Kelantan to serve restricted residence (RR) order.

    The man had been accused of being involved in organised crime, including loan sharking, running an illegal lottery syndicate, prostitution and drug pushing in Johor.

    “This information was given by the then deputy home minister (Johari Baharom), and the matter was considered a ‘top secret’ and highly confidential case. Later, I was told to report to him directly after the file was completed.

    “Accordingly, I instructed my officers to put up the case against the syndicate member, which was subsequently submitted to the deputy minister for committal under the RR order. However, upon the advice of the AG, the syndicate member was subsequently released, unconditionally,” Ramli said.

    “Instead, my officers were charged with taking down false and fabricated statements that implicated the then inspector-general of police (Musa Hassan).

    “That’s when AG Gani Patail called the original case file, which was classified as highly confidential, and passed it to the MACC to harass the witnesses,” Ramli said.

    Directors of the National Feedlot Corporation (NFC) have transferred close to RM81.4 million from the company account to those of external companies as of 2009, DAP national publicity chief Tony Pua said today.

    The amount, he said, is held by private companies under the directors without any guarantee that the sum would be returned to NFC.

    “The directors have emphasised that all these companies are either subsidiaries or associated with NFC.

    “But the accounts since 2007 showed NFC has no subsidiaries,” he said at a press conference at the DAP headquarters in Kuala Lumpur this morning.

    The NFC’s 2009 audit report states:”Included in other receivables and deposits of the company is an amount of RM81,324,745 (2008: RM32,275,493) due by companies which are associated with certain directors of the company.

    “The amounts are unsecured and have no fixed term of repayment.”

    Pua said: “This means that we don’t know if we can get the money back.”

    Audit reports for 2008 and 2009

    Reiterating that lending directly to company directors is against the Companies Act 1965, Pua speculated that the amount may have ballooned to over RM100 million after 2009, the accounts of which have yet to be published.

    The audit reports of 2008 and 2009 listed the company directors as Women, Family and Community Development Minister Shahrizat Abdul Jalil’s ( right ) husband Mohamad Salleh Ismail and their three children, namely Wan Shahinur Izran Mohamad Salleh, Wan Izzana Fatimah Zabedah Mohamad Salleh and Wan Shahinur Izmir Mohamad Salleh.

    The other five appointed directors were A Manaf Hussin, Mohd Mokhtar Ismail, Mat Ali Hassan, Raj D Ratnakumar and Norzam Md Nor.

    However, Ratnakumar and Norzam resigned in 2009 while Alias Mohd Yassim was appointed in May 2010.

    “Given that this amount of money was funded by taxpayers, I call upon NFC to immediately disclose every single cent of the RM81.4 million.

    “There is a great need for accountability, money from the government cannot be used for anything or hidden away, it must be transparent and taxpayers must be informed,” he said.

    If NFC fails to immediately disclose all the private companies that have drawn money from NFC, Pua said, he will push this matter before the Public Accounts Committee which will meet on Mar 5.

    “I will make sure NFC is at the top of the agenda… I will demand a list of other receivables from who and to where,” he said.

    According to its audit report from LM Chan & Associates, NFC had in 2007 suffered a loss of RM1.94 million, followed by RM7.04 million and RM10.94 million in 2008 and 2009, respectively.

    For 2008 and 2009, NFC’s revenue cost exceeded its gross revenue, thus suffering a loss even before other operating costs and expenses were deducted.

    As of 2009, it had piled up a total loss of RM19.93 million.

    The audit reports also showed that the directors had forked out a total of RM1.11 million for the National Feedlot Project, however, the remaining was from the RM250 million government soft loan granted to NFC.
